Volunteer paperwork is the clearest case where signature limits change behavior. When each signature has a cost, organizations start deciding which volunteers really need a signed agreement — which is the wrong way round.

With no signing limit, the agreement, waiver, and any required authorization can go to every volunteer as a matter of course, each producing its own record.
